Statement of Alexander Tikhonov (in English)

Dear Members of the IBU Executive Board,

Dear Presidents of the International Biathlon Federations,
I would like you to look at the list of athletes and countries, accused of the use of prohibited substances. Please contemplate the response and reaction to these facts.
You make a complaint to us. I write this letter in my own name, without any reference to anyone, as I am deeply concerned about the image of my sport and my country. Please compare these facts and keep in mind that Russia has never summed up or generalized multiple doping cases within one country. Especially I would like this list to be carefully studied by basketball player Jiri Hamza, who loudly demands "collective punishment" of the Russian biathlon. Before making any statements, it is vitally important to examine the problem from all possible sides and then to consider whether only Russia has problems with doping.
Teddy Tamgho (track and field, triple jump world champion) – was disqualified for 1,5 years in year 2014 for 3 whereabouts failures, returned in year 2015.
Frédérick Bousquet (swimming) – disqualified for 2 months in 2010 for positive doping test (Heptaminol). Returned in 2010. Took part in Rio 2016 Olympic Games.
Grégory Baugé (cycling). 10 times world champion, 3 times Olympic medalist. In year 2012 disqualified for missing doping tests. Took part in Rio 2016 Olympic Games.
Sylvain Georges (cycling). I year 2013 tested positive for Heptaminol. Returned in 2015.
Therese Johaug (cross-country skiing, Olympic champion) - disqualified in 2016 (anabolic steroid clostebol). Disqualification was calculated in such a way that she could return right before the World Championships 2017.
Martin Johnsrud Sundby (cross-country skiing, world champion) - disqualified in 2016 for excessive use of medication for asthma containing salbutamol. He returned in the season 2016/2017.
Erik Tysse (track and field, race walking) – in year 2010 disqualified for erythropoietin. He returned in 2012.
Jiří Orság (weightlifting) – in year 2013 banned for 2 years for Adverse Analytical Finding (Tamoxifen). He returned in 2015.
Michal Balner (track and field, pole vault) suspended in 2010 for marijuana. Took part in Rio 2016 Olympic Games.
David Bystroň (football). Suspended for two years in 2012 for methamphetamine. He returned in 2014.
Sabina Dostálová (swimming). Disqualified in 2009 for anabolic steroids, returned in 2011.
